Uganda Law Reform Commission successfully executed a comprehensive legal project focused on advocating for the enactment of the Witness Protection Law in Uganda. This endeavor commenced with extensive countrywide consultations, culminating in the formulation of a proposed legislation known as the Witness Protection Bill. The study findings and recommendations, along with the proposed bill, were published in February 2015 and subsequently submitted to the Attorney General for consideration and onward presentation to the Cabinet.
The overarching objective of the project was to raise awareness of the critical need to safeguard witnesses, disseminate the Commission's proposals and recommendations, and fervently advocate for the expeditious passage of the Witness Protection Law. To achieve these goals, an array of advocacy programs were diligently conducted throughout the various districts of Uganda. These programs were attended by influential stakeholders, including members of Parliament, representatives from the Judiciary, the office of the Director of Public Prosecutions, Uganda Police Force, Uganda Prisons Service, and Civil Society Organizations, among others.
The dedicated advocacy efforts yielded significant accomplishments, notably compelling demands from stakeholders for the government to enact the Witness Protection Law. In response to the project's impact, institutions such as the Directorate of Public Prosecutions demonstrated their commitment by establishing a Witness Protection Unit and drafting a comprehensive policy on witness protection. Moreover, various professionals directly involved in the legal process, including judicial officers, state attorneys, prisons officers, and police officers, have undergone specialized training to enhance their capabilities in handling witnesses effectively.
Through tireless advocacy and strategic engagement with stakeholders, the project has succeeded in generating momentum and support for the establishment of a robust legal framework to safeguard witnesses in Uganda. The tangible results achieved thus far underscore the significance of this initiative in fortifying the country's criminal justice system and fostering a more secure environment for witnesses to come forward without fear.
As a completed project, the Uganda Law Reform Commission celebrates the impact and outcomes of its advocacy endeavors, recognizing the concerted efforts of all stakeholders involved. The successful strides made in shaping public opinion and institutional commitment to witness protection lay a solid foundation for the forthcoming passage and implementation of the Witness Protection Law.
